In order to solve this puzzle, you should notice that all of the clocks show times between 3:30 and 5:09. You might also notice that there is no timespan greater than 19 minutes between two clocks. If you put the clocks in order, you can read off the times:

3:30 3:42 3:57 3:58 4:12 4:31 4:39 4:40 4:58 5:09

If you count the number of minutes between each clock, you get:

12 15 1 14 19 8 1 18 11

If you convert these to letters (1=A, 26=Z) you will get the answer: LOANSHARK

The city names are there to make the puzzle more difficult; they won't help you solve the puzzle. The cities are chosen, however, so that the times on the clocks all match up if you were using solar time (as though you set your clock to 12:00 when the sun is highest in the sky); it actually would be 3:30 in Bismark when it was 5:09 in Ottawa.K
