DECLARATION OF THE MANANTLAN MOUNTAIN RANGE
Summoned and reunited two hundred ninety and seven
delegates of the indigenous towns of Jalisco, Durango, Guerrero,
Federal District, It sights on, Oaxaca, Michoacan and State of Mexico,
in the Nahuatl Community of Ayotitlan, Municipality of Cuautitlan, in
the State of Jalisco, to make onceava reunion of the National Congress
indigenous in the region pacifico center of pais, WE DECLARED:
I
During two days, agrarian, traditional and civil
authorities, Still like main, greater, comuneros and ejidatarios of our
communities, along with delegated of diverse indigenous organizations,
we engaged in a dialog with the purpose of approaching our ways,
weaving the common resistance of our towns, to reflect on the problems
that to all Herejan to us and to construct solutions.
With great preoccupation we could observe that the powerful ones
of money, in complicity with the Mexican Government, follow empenados
in the extermination of our towns; That our agrarian problems
follow without being solved and that our communal and ejidales
properties continue being invaded or being broken by the official
agrarian programs; That our traditional plants and saberes rob
the universities and the great foreign companies single to obtain with
them; That our seeds of native corn are being contaminated by
transgenicos maices that put in nonsingle risk the existing diversity
of Creole seeds, but the same life of our communities and as
millenarian his organizacion as the corn culture; That by means
of the indigenistas repression and laws, done to the measurement of
the interests of those who maintain dominated to us, try to fold our
resistance, to destroy our cultures and to rob our territories.
Also, we could conclude that before the bad
faith of our oprisonerres, the communities ours follow still on and
fighting, making its resistance and fortifying the way of autonomy in
the facts.
II
Understood that the resistance of our towns volume
a new impulse and opened ways, like never had done, in the national
society and other towns of the world, from the heroic rise armed of
our brothers and sisters of the indigenous communities of Chiapas that
integrate Ejercito Zapatista de National Liberacion, we called to all
the indigenous towns of Mexico and to those who participate in the
National Congress indigenous so that we participate activates and
enthusiastically in denominated days Twenty and Ten:
The Fire and the Word, initiates for some days
in the occasion of the foundation, have been making 20 years, of
Ejercito Zapatista de National Liberacion, and of his rise against
badly the government she makes ten years.
Particularly the indigenous communities of the region center and
pacifico of the National Congress indigenous we have decided to add us
to days Twenty and Ten: The Fire and the
Word, in the occasion of the celebration of the
multiple cumpleanos of Ejercito Zapatista de National Liberacion and
we have decided to make a unica activity and synchronizes in diverse
states of the region for day 22 of December of 2003, with the purpose
of celebrating, to engage in a dialog and to continue joining ways.
From this Community of Ayotitlan, space of multiple and old
resistance farmers headed by the Nahuatl town of the Mountain range of
Manantlan, place where the cruelty of caciques protected by the
Government and Mexican Ejercito I cause the bloody death of hundreds
of brothers and sisters nahuas throughout all the century XX, whose
unico crime was to fight with dignity by the defense of its earth, I
mount and waters as opposed to the interests of national and foreign
carpenters, from this remote one and forgotten place the south of
Jalisco, we sent a brotherly greeting to our
brothers and sisters of Ejercito Zapatista de National Liberacion in
its double anniversary and we say to them that in our long
memory of resistance its worthy word has kept, and in our hearts it
has been marked the suffering of its communities, that is the
suffering ours, full of hopes by a Mexico in which
our towns let be humiliated and be operated.
III
By I complete, kept in this sacred territory from
Manantlan and remembering to the numerous generations of brothers and
sisters who have given to their life and its blood to protect these
territories of the avarice of the powerful one, WE DECLARED:
First. - That we will follow empenados
in the total construction of ours autonomia, ratifying that the AGREEMENTS OF SAN ANDRES are the CONSTITUTION OF OUR TOWNS, so and as
establecio the Eighth Assembly of the National Congress indigenous, on
proposal of the Third Plenary Reunion of the Region Pacifico Center
made in Ranzo Uza, Uza territory of San Luis of La Paz, Guanajuato.
Second. - We rejected the approval of
any law, the premises or federal, in the matter of indigenous rights,
like which at the moment she is tried to elaborate in the state of
Jalisco, whereas the Federal Constitution does not gather espiritu of
the Agreements of San Andres.
Third. - We firmly supported the long
fight of the Community Nahua de Ayotitlan by the recognition of all
its territory and demanded of the Judicial Power and the Federal
Executive the immediate complementary execution of the Presidential
Resolution On Dowry of Ejidos of this Town. We rejected the
despoliation opened of the natural resources of Ayotitlan that daily
makes the Mining Red Pain, and the despoliation disguised of the
natural resources of the Communities of the Mountain range of
Manantlan, towards of the studies of bioprospeccion that make the
Direction of the Reserve of the Biosphere Mountain
range of Manantlan and the transnational Monsanto.
Quarter. - In its first anniversary, we
supported with the Municipality autonomous de Suljaá, Guerrero, where a
indigenous self-government amuzgo, without legal recognition and
supports of government, I have been constituting myself for an year,
doing of the Agreements of San Andres its law. Also we ratified
our support to the Commissariat of Community goods autonomous and to the
Wixaritari Community of Banks of San Hipolito, Durango, in the fight
by the recognition of its territory in front of the racially mixed
caciques who fraudulently have themselves appropriate of their earth.
On the other hand we demanded respect of the Government for the
President Municipal named by uses and customs in the Municipality of
Tlanepantla, Morelos.
Fifth. - We demanded the immediate cease
of the repression against our brothers and sisters of Popular the
indigenous Council of Oaxaca Ricardo Flores Magon, of the communities
that integrate it and of their leaders, permanently persecuted by the
State Government; also we demanded the cease of the repression
against the indigenous and popular movement in Oaxaca and the liberation
of our indigenous brothers of Union Hidalgo, Guevea de Humboldt and the
Loxichas, on the part of the repressive Jose Murat, that debera to be
punished by its sistematica action against the indigenous towns and
their rights. Also we added ourselves to the exigency of the
agrarian authorities and civil of San Pedro Yosotato so that it is
punished its aggressors, it has been restituted to them totally in its
agrarian rights and are presented/displayed with life the disappeared
mixtecos brothers for days.
Sixth. - We demanded the immediate MORATORIUM, within the national
territory, in the introduction, commercialization and culture of seeds
of transgenico corn, and called to the indigenous communities and
farmers so that they prevent in its territories the introduction of
seeds under suspicion and protect,
they conserve and they multiply its Creole seeds.
Septimo. - We called to all the
indigenous towns of country not to back down in the difficult undertaken way
and to continue constructing and fortifying the National Congress
indigenous like the House of Our Towns.
Given in the Community indigenous de Ayotitlan, Territorial
Nahuatl, State of Jalisco, to the 30 days of the month of November of
2003.
