NSA always existed officially from day 1, in the sense that a (still
classified) document chartered it.  In contrast the British have special
groups that are simply there.

TRP mentioning it isn't so surprising: NSA was in the news about that time.
Two employees (Martin and Mitchell) disappeared.  The agency's reaction was
kind of slow and bored.  Then M&M showed up in Moscow about a month later
and gave a press conference, denouncing the NSA, and giving a list of all
the countries that NSA was cracking.
