The best run-down I've read yet is in Charles Hollander's "Pynchon's 
Politics," which is in _Pynchon Notes_, issue 26-27, 1990.  It contains a 
brief geneaology which includes the general info on the family name.  I 
don't recall any specific mention re "ruggles," but it's worth a look 
anyhow.
