Wheeler Hall is the building on the University of California, Berkeley
campus that houses the English department, and which Oedipa visits
in her quest for Prof. Bortz.  Gates I think refers to Sather Gate,
a landmark on the Berkeley campus which is indeed just downslope
from Wheeler.
