I hadn't thought of GR as having a circular structure, but now that Bonnie
has mentioned it, it does seem obvious.

And the clincher is that the opening line has the same eight syllable,
iambic scansion* as the the first line of the hymn that closes the book.

There is a Hand to turn the time. (p. 760)
A screaming comes across the sky. (p. 3)

So the first line is obviously the second verse of the hymn, that "everybody"
is being encouraged to sing along to.

* I know there's a name for this (it's the same as Marvell's "To His
Coy Mistress", right?), but I'm a Technical Author by trade and we don't
get much call for that sort of Knowledge....
