I have absolutely no idea who Blackett is, but according to _A GR 
Companion_, the quote is from _Fear, War and the Bomb_.  Weisenburger, 
who compiled the Companion, gets this info from an article in _Pynchon 
Notes_ vol 2 by Javaid Qazi pages 7-19.
