It's actually a book on Tex Avery, entitled _Tex Avery_ by Patrick Brion
(Paris: Chene, 1984), and it's in French.  The book has a plot summary
of the cartoon and a still from it (as it does of all Avery's cartoons).
The cartoon itself is called "The Blow-Out," and was made in 1936.
