Who promoted Major Marvy?

I guess I was wondering whether castration *was* Major Marvy's just
reward.  It's true that I had forgotten some of the nasty things he
did (many thanks to the Pynchon listers who reminded me), and 
some punishment certainly seems in order, but something about the
castration scene still bugs me.  Enzian throwing Major Marvy off
the top of a moving train made much more sense to me in terms of
payback, somehow.

I did like the "comic incompetence of Them" explanation proffered by
Aaron Yeater very much, however.

By the way, Newsweek reports on a recent trend that Marvy might have
taken advantage of:  "Neuticles," artifical testicles to be inserted
in the scrotums of neutered dogs.  The inventor/marketer claims it
helps dogs get over the trauma of neutering; veterinarians just laugh.
