     Re. Joe's mention of Pa. colleges that became "universities" (on the
model of Minnesota ones, now threatening to encompass the University of
Minnesota itself): I rub my sleepy eyes and inwardly exclaim, hey! I teach
at one of these places! Nobody should worry, though, about Penn St. being
legislatively scooped up into the SSHE (State System of High Education) pile.
Penn St has its own branch campuses, from which it is currently trying to rid
itself by declaring them all to be "commonwealth campuses" or something, who
each have to financially fend for themselves. 
     It's all very confusing and we hope experts don't look too closely. Mean-
while maybe the best that can be said is that we're left more or less relative-
ly free to tend our own gardens--as long as we don't grow worried with questions
about whether they're worth tending or about what is a garden.
