Mason & Dixon as metaphor

Don't ask where I read this, cuz during the holly-daze all
wetware archiving facilities have been disabled, but in some
essay or another, the writer used "mason and Dixon line" more
or less as a synonym for "below the belt" concerning a sexual
matter: as in "don't go touching yourself down below the
Mason and Dixon line."
Surely our omniscinet TRP will not let _this_ particular usage
go by!

and let them create a market economy."
