Who promoted Major Marvy?

Major Marvy did chase Slothrop through the Mittelwerke and was shooting at
him, I believe. Slothrop thought that in the chaos of the Zone there was
little to keep Marvy from doing terrible things to him, and Slothrop wasn't
going to stick around to find out.

I don't think Slothrop's paranoia re what Marvy might do would get Marvy
castrated in a court of law. But, as *they* say, he probably did something
somewhere to deserve it.
