"Right-away" laws????  Anyway, regardless of what LA's reputation may be, I
am similarly perplexed by the phenomenon Paul describes.  A driver can have
a green light and a clearly clear shot at making a right turn...but if a
pedestrian has even a toenail clipping in the opposite end of the walkway
all kinds of hell can break loose.

And I thought LA was car country....
