This is the exact same Southern California I was referring to. Your 
experience is no different from mine. The cops play no favorites. 
Pedestrians breaking the law are hunted down with the same frenzied 
dedication as are errant motorists. To me this makes the mystery even
deeper. What is there about the place to account for the exaggerated
need to enforce the same laws that every other city finds not worth the 
effort? What explains this compulsion for order?

Is it something possibly bearing on Heikki's project concerning
GR as an L.A. novel?

Do the L.A. city fathers have some information that has not been 
widely shared ? Is there a hidden problem requiring extreme measures?
Measures that if not taken might result in the amount of entropy in the
system going right through the roof? Assuming by that time there is any
roof left to go through. This needs to be thought out carefully.
					
Heikki. Come back for another visit and this time divide your time
equally between the freeways and the ordinary streets and sidewalks.
Where there are signals and stop signs and intersections and crosswalks
and cops everywhere to keep us in line.
