Bingo!

I've ALWAYS read GR as a satire on left paranoia.  TRP's too smart to 
actually believe that stuff, too good a writer to slack off on a major 
character.  I can easily see him sitting there, winding up a broad swath 
of readers -- many of whom will go on to make their careers out of/on him 
-- and then leaning back to watch as the ant nest goes into a frenzy.

He's actually a rather sadistic bastard.
