Regarding Item 4 on the GRGR4 list "short long short," what letter?

The letter, as explained earlier, is R.

In the British phonetic alphabet used at the time ROGER is the phonetic
expression for R. "Roger" is also used as verbal shorthand for "I have
received your message," which is the sense of the quote, and parenthetically,
is why Jessica sez "Jessica" when Roger sez Roger. Reference is Partridge's
Concise Dictionary of Slang and Unconventional English, edited by Paul Beale,
MacMillan, 1989, Appendix.
