Definitely.  I found it very Kafkaesque somehow, but with a sense of
humor.  The goofy accents (they're goofy to me, anyway, no offense to
those on the list from Minnesota/North Dakota =) ) added a touch of the
surreal, and a bit of humor, to what would otherwise be a vety dark and
nearly-hopeless story of death on what amounts to a frozen wasteland. 
Like many of TRP's characters, most or all of the characters in "Fargo" 
seemed to be caricatures of themselves..

And the scene where the lady police-woman/detective (it's been months
since the film came to my part of the country, I can't recall her name
anymore, doh) meets her old Japanese friend in the bar and he breaks down: 
ought one laugh, or feel pity?
