Gender language

I see the new Fowler's English Usage has accepted the fact that "gender"
no longer applies merely to nouns or as a jocular/illiterate reference to a persons sex (gender).

At least I assume this from a review of the book in the Atlantic.

No big deal. Who cares what that prescriptive old white man thought?
Or is it proscriptive?
