I missed that completely.  In looking for evidence to support my
'descent into hell' theory (the multi-level carriage standing in for
the levels of Dante's Inferno, etc), I assumed the 'second sheep'
were the unchosen - the damned.  (Also of course the unwitting
victims of the war.)

Spot on about old Blatherard, I think.
