I've always heard it as the latter, and imagined that a lot of facial
mugging goes with it -- eyes rolling, eyebrows wagging, toothy grin usw."


I've always heard as the Stewart stutter--indicative of Slothrop's typical
excitement, getting all het up over whatever's under discussion.  Note 
other examples of stuttering in his speech, such as pronouncing "bobwire"
with his mouth full of spaghetti.
