I can think of two reasons for this:
1. He feels that  as he gets older he won't physically be able to travel
to places like the
arctic circle and thus needs to do it while he is still young. I don't
think any of the other books
in the Seven Dreams series have quite so exotic a locale as The Rifles.
2. He works on several books at once (there are at least 8 works in
progress) and publishes often
but makes little money on the books. He has to publish as he finishes
manuscripts to be able to make
any sort of living at all. He's stated that as long as he makes about 30
grand a year he'll be ok.
Compare that to someone like TRP. I read that the paperback rights for
Vineland went for $700,000.
Even Gaddis is getting a six figure advance for his player piano book.
