The difference here, and perhaps you were unaware of this, is that ANYONE
can create an ALT heirarchy newsgroup. How these groups propogate
throughout the Usenet depends upon their interest factor and whether or not
system admins decide to pick them up (for a good explanation of how this is
done, visit ALT.CONFIG and pick up the FAQ). On the other had, REC
heirarchy newsgroups are DEMOCRATICALLY created, that is... they must be
VOTED into existence. (There are also FAQs available on this procedure).

B'sides, everyone knows that the FBI monitors the pedophilia newsgroups,
tracks uploads to the best of their ability, and perhaps is beginning to
work with ISPs to track downloads, but this is speculation -- though
plausible. More pedophiles have been catalouged and captured since the
incarnation of the Internet than prior to it's existence since it tends to
bring them "out of the woodwork."
In my opinion, neo-nazis have a right to speak their crap, so they should
create and ALT newsgroup (yeah, and just see how well it propogates ;-), but
I CANNOT in good conscience allow such a newsgroup in the REC heirarchy...
long as I have a voice to speak myself.
