Lynch never specifically said the pic takes place in LA nor did he say it
takes place in the present. That's his way of keeping his mysteries and
seeming contradictions intact. 

I, though a Lynch fanatic, miss the connection b/t the two, other than the
fact they're attempted neo-noirs which might take place in LA, my fucked-up
hometown.
