We shouldn't leave the midwives out of the formula.  Slow Learner also gave
P an opportunity to stake his claim over his own stories, which were being
reproduced and circulated in various grey and black markets.  I'd guess
that another reason for the Intro was his feeling that he had to create a
context or rationale for rereleasing what he considered to be seriously
flawed work.
