It's the first line of a lyric sung by Ariel (the airy sprite)
in Shakespeare's *The Tempest*
	Where the bee sucks, there suck I,
	In a cowslip's bell I lie;
	There do I couch when owls do cry...
when Prospero promises to free Ariel from service. I
suppose it's relevant in a larger context when the Tempest is 
considered as an allegory for the new world, both
'noble savage'(Ariel) and slave(Caliban).
