It'd be an interesting case.  Obviously, if you provided an easy way to 
download the whole text, you'd be infringing.  Just as obviously, if all 
you provided was some kind of index, you'd be fine.  But if you used an 
OCR'd version of the text to allow free-form searches (and search output 
were the only interface to the text), you'd be arguably within the realm 
of fair use, and my guess is that you'd be well within it.  But I don't 
know of existing case law which covers this specific issue, don't recall 
reading anything that attempted to address it, and haven't discussed it 
with an appropriate attorney.

As a side note:  the book Lineland is now available (in its entirety) as 
a free download from the Lineland web page (see http://www.iam.com/lineland).
