But is there a further explanation of the phrase?

As for "Being In A Place," it's the first four words of the name of a
criminal offense, to wit, Being In A Place Where Illegal Drugs Are Used, or
something very close to that.  The short form was common slang among 60's
dopers, as in "And 'cause we didt'n have any dope on us, they busted us for
Being In A Place."
