It means he's in a deep paranoid funk over his place in the post-war
world. The Allies may disagree over details concerning disposal of the
spoils but they will be unanimous when it comes to any possible role for
the Schwarzcommando. Efficiency dictates as much downsizing as
possible--dictates there will be losers. Nothing indeterminate about
THAT.
