Yep, (SPOILER) remember Wimpe's possible conversation w/ Tchitcherine?  That 
American Ten Year Plan?  The search "to find something that can kill intense 
pain without causing addiction" AKA "trafficking in pain."  Just what the 
"rational economy" doctor ordered.
