Actually, I think you may be missing one of the more important aspects of
the whole Bopp/CAMP  episode,  which is pointed to by the sentence that
went (more or less, from memory) "... where certain parts of the US became,
temporarily,  the third world."

Not so much his love of dope, as his hatred of cops & cop bullshit.
