The V-atican and the Serbs

while reading Hitler's Pope:

Interesting side-history to what happens in V. before the 1st WW, in the 
friction between the Serbs and the Austrian empire in 1914 that involved the 
Vatican.  Seems the Vatican in its attempts to bolster its control of the 
catholic laity and ministers of the faith, in the Balkans, looking towards 
expansion into the east,  inadvertinently raised tensions with the AHs when 
a concordat was signed between the papal state and the Serbian government.  
This exacerbated an already growing war-footing between the two states--the 
concordat was signed a few days before the assassination in Sarajevo. Is 
Lady V. as she morphs into The Bad Priest, some kind of veiled jibe at the 
Pope?
