I always thought Norfolk jackets were tweed?  

Regardless of Pynchon's intent, a tweed 
jacket is funnier and more awful in that 
situation than a white one.  A white jacket 
w/ Hawaiian shirt would just turn our man 
into Jimmy Buffet (who may or may not have
ever gigged with The Fool).
