They are very similar, but at this point Katje is an agent, much like 
Frenesi was agent _after_ her betrayal.  The label "betrayer" is slightly 
out of focus for Katje, because in her line of work nothing's personal.  
Deceit is the heart of the job.

Katje does come to regret her actions, because she begins to have personal 
feelings for Slothrop.  I suppose the same was true in her relationship w/ 
Blicero, which was why she never revealed his exact location.
