Slothrop's ball was dropped onto the Wheel long ago, along with many others, 
and They eagerly anticipate the succession of small rooms his ball will 
traverse.  Chance is not allowed in these rooms.  They even have an armed 
guard outside, on the grounds, to keep her away.

But!!! Slothrop has been reverse-conditioned beyond the Zero.  If he was in 
their clutches, in the realm ruled by the Past, he has been accidentally 
"reversed" beyond that border, out of Their jurisdiction.  He has found a 
way to disengage from Their control, "Welcome back, Chance!" and fall 
"free," from Their hand for a while...  It is a state "not unpleasant."

Could this be the goal of Their regression therapy? To bring him back to 
Their side of the border?
