I think I can say without fear of contradiction that the only answer to
"how this list works" is that it works any way individual subscribers
want it to work. When somebody asks a question or starts a group
reading he or she will naturally hope others will pick up on it. However
much of the time other listers will prefer to be off on a variety of
other topics entirely. But don't give up. Interesting and even widely
participated in threads take hold on occasion. All a newbie can do is just
keep trying.
To "catch up" on recent p-list history you might download the past
year's postings, say, from the waste.org archives--either FTP or WWW site.
You can download them a month at a time--without a fast connection it DOES
take time of course. I wouldn't necessary advise reading all this old
stuff however. Rather I suggest you just plunge into the fray.
