Think the key word here is "pattern."  Though there is no such thing written 
down, I suspect the Armies of any nation, in times of war, expect or, at the 
least, are not surprised that every once in a while, atrocities are 
committed for whatever reason, by its troops. Bungled orders, the heat of 
battle, troops breaking under the strain, some evilly, out for kicks or 
booty, whatever. Hence, any investigation would look for continued patterns 
of abuse, where deniability becomes impossible, action is then presuambly 
taken to correct it. Or so, I gauge the military mind, horrible thing that 
it is.

My other concerms lay with the wasteful SDI re-vitalization and the costs 
that will entail, and what's happening in Colombia, and our increasing, 
foolish involvement there which wasn't mentioned too much, if at all, by 
Powell this past weekend.
