Why does Enzian put Marvy, the Russians and G.E. together? 

We have several stories here (Russians, Marvy, G.E.), but I
think the clue is G.E.
Why G.E.? What does Enzian know about G.E. at this point? 

He tossed Marvy off the train for his racist remarks. Marvy
with his White Stetson hat is also temporarily "defeated" in
a pie in the sky battle by Slothrop and we have several
other Enzian/Marvy/Slothrop parallels--sex, S&M, castration,
hero... and we can do the same with the Russian stories. 



But with G.E., Enzian seems to be carrying the author's
comments concerning the cold war "seem(ing) no longer to be
Allies and the "post war rivalries" alliance. But Enzian is
not sure, "it may all be a giant cartel including winners
and losers...shared..." Perhaps it's theater, but the
spelling here "theater" may imply that the narrator or other
is not uncertain, just as he he is not uncertain when he
"but it's all theatre." GR.3 And as Tom notes, we have all
the other theatre themes and so forth to contrast with
Enzian's speculations or what seems to be the author's clue
to the reader about G.E.
