I kinda liked SK's inference above- thought it was tongue in cheek,
actually. The whole "feel" of the dump's description, for me, was similar
to P's handling of waste in Lot49, i.e., there's a limit to progress based
on unconcern for the cost. Eventually the dump will be full. "Bank run"
echoed the image of what might happen then. The midget problem I took to be
an ironic comment on our inability to see what was obvious and right under
our noses, because of our conveniently "lofty" point of view. Too
simplistic?
