According to The Popes A Papal History ( NIHIL OBSTAT The Reverend Timothy R. 
Davern, J.C.L., Censor Librorum; IMPRIMATUR The Most Reverend Thomas J. 
O'Brien Bishop of Phoenix, Arizona; Editor in Chief Jim Simon; with a 
personal note from His Eminence John Cardinal O'Conner Archbishop of New 
York; SimRidge Publishing, Ltd.; Scottsdale, Arizona, First Edition 1990) on 
page 253 under the entry for Pius IX (16 June 1846-7 February 1878):  "On 
December 8, 1854, Pius not only challenged a materialistic age, but asserted 
papal infallibility in pronouncing Mary free from Original Sin.... Notably, 
the evolution of the concept of papal infallibility reached fruition and 
normalization at Vatican Council I in 1870. Pius announced the teaching of 
the papacy explicitly in the constitution, Pastor aeternus, which proclaimed 
the pope infallible on faith and morals when speaking ex cathedra, that is, 
as pope."
I stand corrected. Next time I shall check my references more thoroughly 
before speaking.
