Not, being from Scotland, I wouldn't know, BUTT while searching "Taily Day" 
I came across that same exact text on six different web sites, none 
attributed to an author.  It seems it's very easy to promulgate fiction as 
truth on the web.

If "Taily Day" is a complete fiction, this "History of Aril Fool's Day" text 
on the web has spawned this little tidbit at

Al Buttt's Taily Day Live!
Thursday, March 26, 1998

Al Buttt will be performing live in Glasgow, Scotland for his Taily Day Live 
concert on April 2. Several large paper mache' buttocks have been procured 
for the event. Few people are familiar with Scotland's traditional "day of 
the butt" which follows April Fool's day. "We're hoping to continue the 
internationalization of the Chain. What better place?" said Al in a press 
conference. Al will be playing a set of Buttocks.
