The line gets quoted in the Mondaugen section of V. -- it's the 
message that Weissman decodes from the sferics.  Foppl's Siege Party 
takes place in 1922, the same year the Tractatus was published, and 
Mondaugen's response to Weissman's translation is "I've heard that 
somewhere before."
