Government Lies?

I understand what you are saying. However, I it is my understanding that the 
government cannot remove money from social secruity and move to general fund 
without paying it back. There have been more money taken in this year, but 
that money cannot be used to pay down the debt or as a tax refund, without 
the government having to repay the money to Social Secruity.

I could be wrong.
