REGULATION: Bush's Appointee Approves Even Bigger Media 
The newly appointed Republican chairman of the Federal Trade Commission has
presided over a landmark decision which clears the way for even bigger media
companies to own more of America's TV and news networks. The FCC panel voted
3-1 to allow any of the nation's four largest television networks to acquire
two smaller rivals, allowing CBS's parent company, Viacom Inc., to retain
ownership of the UPN network. Commissioner Gloria Tristani, a Democrat, cast
the lone vote against relaxing the rule, saying it would limit diversity. 
* The change echoes recent moves by Britain's Blair government to help
global media companies increase their share of the market and reduce
diversity.
