an excellent illustration would be pre-revolutionary Russia. At the 
start of WW1, it had by far the most modern industrial infrastructure 
in Europe, thanks to the aggressive capitalization programs of 
Ministers like Sergei Witte. Sadly, their considerable competitive 
advantage evaporated over the next 5 years.......

But for that fact, the revolution may have turned out 
differently......but I doubt it......
