Citizens can pass local city resolutions for the Tobin Tax -
a tax of .1% to .25% on
currency transactions which would provide a disincentive for
speculation but not affect
real capital investment, and create a huge fund for building
schools & clinics throughout
the world. 

Are speculator's interest necessarily opposed to long term
growth? Are taxes imposed on those willing to risk their
Moines a smart way to build  schools & clinics throughout
the world. Oh boy, this is not only not economics this
vooooodooooo dooooodoooo economics.
