Voting, then?  Certainly Terry Gilliam, with John Cleese a close second.
I was about to call Terry Jones a Ringo, but then looked up his credits:
directed _Life of Brian_, co-directed _Holy Grail_ and _Meaning of
Life_, directed and wrote _Erik the Viking_, wrote _Labyrinth_, co-wrote
all the other MP films, and, most importantly, played the role of the
Cardinal in the Spanish Inquisition sketch.  Not too shabby, I suppose;
that last credit alone gives him room to publish any number of vapid
pieces of garbage.
