Are you SURE of this?  Lots of bums sloshing through the sewer for no pay?  
City budget only for the cost of guns and ammo, not for the workers?  I 
don't belive those bums weren't THAT stupid!  What could possibly motivate 
the ultimately motivationally-depressed to such volunteerism?
