See, that's another confusing thing about this deal.  Are they or are they 
not -- volunteers?  The text in a previous chapter certainly mentions the 
volunteer aspect, but it's hard to imagine these guys doing all this dreadful 
work for nothing other than Gotham's good will!!!
What's the deal?
