What the....?

In this age of increasingly privatized municipal services like garbage
pick-up WASTE Management is one of the biggest, most corrupt trash
hauling cartels going.  WASTE operates on an international scale through
bribery and the patronage of local politicians.  The lame-duck mayor of
New York, Rudolph Giuliani, who hates you, has eagerly supported the
increased use of private carting companies as part of his agenda to
dismantle the public service infrastrucure.  He's not the only one.

I'm not so sure about the posthorn on the trucks, but y'all can have a
look tonight when they come out. They're everywhere.    

On the other hand, there are plenty of posthorns on the mailboxes in
Provincetown, MA.
