I've been in touch with someone who was a naval officer aboard a U.S. destroyer in the 50s. He says that C was the designation for Communications Division (radiomen and bridge people) and O stood for Operations Division (e.g., radarmen) and that on his own ship the C and O divisions were berthed (slept) in the same compartment.
